Where these characters come from
天
大 (a person) with a line drawn above the head: the sky overhead.
气
Vapour or breath drifting upward.
了
A swaddled child with its arms wrapped; now used grammatically for a change or a completed action.
下
A mark placed below a baseline: down, under.
雨
Drops falling from a cloud.
小
Three tiny marks — grains of sand. The opposite of 大.
水
A stream running down the middle with ripples either side.

太……了 for 'too'

太 and 了 wrap the adjective — 了 isn't optional here.
